Frequently Asked Questions

Applicants must use this portal to apply for a voucher.
Applicants must create a login, register and confirm their email address.
The registration period is open from 9am on July 6th through 5pm July 19th.
Applicants then select the e-bike program and determine:
  • If they are applying for a Standard Voucher or an Income Qualified Voucher, and
  • If they want a standard e-bike or an e-cargo bike.  
Applicants then answer some additional questions, confirm their information, and acknowledge the program’s Terms and Conditions.
On July 20th there will be a random selection process that will select 200 applicants to complete their application.
Selected applicants will receive an email invitation to complete their application.
Applicants will have 96 hours to complete and supply a qualifying document(s).
Applicants who successfully complete their application will be awarded a voucher that is good for 45 days.
Upon receipt of the voucher, residents must redeem the at the time of e-bike purchase at an approved participating bike shop.
There will be a second application round in September.

Vouchers are not retroactive to past purchases. Vouchers can only be used at the time of purchase.

Each City of Boulder resident over the age of 18 can apply for one e-bike voucher.
Yes, you must be a resident of the City of Boulder. If you are randomly selected for an application, you will be required to provide proof of a physical current address within the City of Boulder, Colorado.
Yes, applicants must be 18 years of age and older.
New Class 1 and 2 e-bikes are eligible; Class 3 e-bikes are NOT eligible for the voucher.
 
Class 1: an electrical assisted bicycle equipped with an electric motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 20 m.p.h.
 
Class 2: an electrical assisted bicycle equipped with an electric motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 m.p.h.
 
The e-bike must also:
  • The electric motor must be 750 watts or less and cannot be gas-powered. 
  • The motor must be capable of being propelled by muscular power using the pedals, but it is not necessary to always be pedaling.
  • The e-bike must have an adjustable height seat (as it comes from the factory).
  • Full-suspension mountain bikes are excluded from the program.
  • No minimum or maximum purchase price.
  • The motor must be capable of being propelled by muscular power using the pedals, but it is not necessary to always be pedaling. In other words, you should have the option to manually pedal the e-bike forward without motor assistance. 
  • The e-bike must have an adjustable height seat (as it comes from the factory). 
E-cargo bicycles must have an extended frame designed to carry additional people or cargo. E-cargo bikes must meet all of the following criteria:
  • Fall within the above definition of Class 1 or 2 e-bike.
  • Designed to carry one or more passengers in addition to the rider OR designed to carry heavier or bulkier loads than a traditional bicycle can carry.
  • Bike has an extended frame (long tail, long john, Bakfiet or box bike).
  • Bike has a published cargo load carrying capacity of at least 100 lbs.
There is no minimum or maximum purchase price for an e-bike. 
A voucher’s amount depends on what type of voucher you apply for and what type of voucher you qualify for.  
  • Standard voucher for standard e-bike – $300 voucher
  • Standard voucher for e-cargo or adaptive e-bike – $500 voucher
  • Income-qualified voucher for standard e-bike – $1,200 voucher
  • Income-qualified voucher for e-cargo or adaptive e-bike – $1,400 voucher
  • Income-qualified applicants can also qualify for a $200 voucher for a starter kit.
No, the voucher rebate cannot exceed purchase cost for the e-bike and does not include taxes or shipping costs.
All vouchers are good for 45 days and will expire if they are not used within that timeframe.
All vouchers will expire after 45 days, and no extensions will be provided.
Unfortunately, if you let your voucher expire you will not be able to apply for another voucher.
Unfortunately, only one voucher per Boulder resident is allowed. 
Proof of a physical Boulder, Colorado address is required. Acceptable proof of address documents includes (all documents presented must be dated within one year of application):
  • Current valid Colorado Driver’s License or ID 
  • Computer Generated Bill (utility, credit card, doctor, hospital, etc.)
  • Bank Statement
  • Pre-Printed Pay Stub
  • First-Class Mail (from a government agency or court)
  • Current Homeowner's, Renter's, or Motor Vehicle Insurance Policy
  • Mortgage, Lease, or Rental Contract
  • Motor Vehicle Registration
  • USPS Change of Address Form CNL107
  • Military Service Form DD214
Individuals who are unable to provide any of these documents to verify physical Boulder, Colorado, address may be eligible to provide alternative documents. If you are houseless in Boulder and working with a government agency or non-profit a dated letter stating your situation on the organization's letterhead may be accepted in place of one of the above documents. 
To meet the “Income-Qualified” requirement, the applicant must have a household income below 80% of area median income for Boulder County as defined by the U.S. Department of Housing and Urban Development (HUD).

To verify you meet the income qualification you can provide the first page of your Federal 1040 Tax Form from the most recent tax year (please make sure to blackout any sensitive/private information such as Social Security Numbers, etc.). We use line 11 - Adjusted Gross Income to verify income qualification. 
 
Or you can provide an official letter stating your enrollment in one of the following programs (all documents presented must be dated within one year of application):

  • Supplemental Security Income (SSI)

We suggest you try riding a tricycle before buying. Try ride on a street, not just a parking lot or sidewalk, because streets are not flat (they have a crown) it makes the bike lean to the right. They are not easy to ride. The single front wheel makes them very tippy. Experienced bicyclists often find riding a tricycle difficult. We suggest you also try a regular bike with small wheels, these are just as easy to get on and off and are much easier to ride.
